Colleyville Memorial Day All-Star Tournament

WHO WE ARE:

Colleyville Baseball Association (CBA) has been committed to providing baseball opportunities to the youth of the area for over fifty years.  Our goals is to provide high quality opportunities for players and families of all levels of play (recreational play through majors).

EVENT ELIGIBILITY:

The CBA All-Star Tournament is for Recreational and Advanced Recreational (Premier) All-Star teams only.   No Select teams or players are allowed to participate.  This tournament is designed for the true baseball recreational All-Star team. All-Star teams or sanctioned Rec teams are welcome -- no club teams or independent teams allowed. No select players allowed. 

Teams must have insurance and rosters on file through NCS software before play.

FORMAT:

All teams will play two (2) pool games with a single elimination bracket based on seeding from pool games.  Each team to must provide one (1) new "game quality" ball for each game.

SCHEDULE REQUESTS:

Schedule requests must be submitted using the "Schedule Request" tab no later than Friday, May 20.  We will do our best to accommodate requests, but there are no guarantees for schedule requests

REGISTRATION UPDATES:

This season all registration will go through PlayNCS.com. Coaches will be required to pay a one time $25 sanction fee (discounted from the $80 fee) in addition to the tournament registration fee for their division. Multiple local association All-Star tournaments are using the PlayNCS.com platform so the one-time $25 fee will cover the other tournaments as well.  During registration, coaches will be asked to complete a background check as a requirement for NCS tournaments.

FACILITY RULES FOR COLLEYVILLE CITY PARK:

  • NO METAL CLEATS except for 14U age division.
  • Teams are to remove all of their items from the dugouts and pick up their trash
  • No sunflower seeds, spitting or chewing by teams or spectators

TOURNAMENT RULES:

The CBA All-Star tournament will be played by the NCS National Baseball Rules listed on the playNCS.com website (see tab to the left) with the exception of:

1) Run Limit.  Maximum of 5 runs allowed per half inning.

2) Bracket Play Tie-Breaker.  We will employ the Modified California Tie-Breaker for all bracket play games (except the championship game) that ends in a time after regulation time or innings.  Ties will be allowed during pool play.  Definition of Modified California Tie-Breaker:

  • Each half innings starts with the bases loaded and one (1) out.
  • Each team will continue the batting order from the previous inning.
  • With the three (3) previous batters occupying the bases. (Last batter occupying 1st base.  2nd to last batter occupying 2nd base.  3rd to last batter occupying 3rd base).

3) 5 Minute Rule.  No new inning will be allowed to start in the last 5 minutes of regulation except for championship games on Sunday.

4) in the event of excessive schedule delays due to weather, game play or any other circumstances, the tournament director has the sole discretion to shorten regulation game times in order for us to complete the remaining schedule each day.  The City of Colleyville has a strict light ordinance that we have to comply with.

6U Specific Rule Exceptions:

1) Batter shall receive five (5) pitches from coach pitcher.  If ball is not put into play, batter will get one (1) attempt from the batting tee.  A foul ball (not caught) on the 5th pitch shall not be counted as a swing.  The batter will continue to bat on a fifth pitch foul ball until such time that th ball is put into play or the batter swings and misses.

2) Any hit off of a tee will be limited to a single and baserunners will only advance one (1) base.

3) On overthrows, baserunners may advance one base at their own risk.  Limit of one overthrow per play (play stops after runner(s) advance 1 base at their own risk).

4) Play stops when ball crosses base path from throws in from the outfield and in control of an infielder.  At this point, the umpire shall call timeout.  Trailing runners may not advance when the lead runner has broken full stride.

5) 55' base paths.

6) 1 hour 15 minute game time or 6 innings.


REFUNDS:

NO REFUND AFTER GAME TIMES ARE POSTED! A $75 administrative fee will not be refunded after the tournament starts. All refunds are determined as follows (Fee minus the $75 administrative, divided by game guarantee), any game started counts as a game played.

Full refunds will be given if the tournament is cancelled due to weather before the tournament starts. The NCS sanction fee will not be refunded if tournament is cancelled due to weather.
