PITCHING LIMITS 


NCS pitching limits for 9-14U.


One balk warning per pitcher 9-12U. 


No balk warnings at 14U.

Balks governed by NFHS rules(feint to third is allowed.)


If a team fails to get all 3 outs in an inning, only the actual outs are charged to the pitcher(s). It is possible to have an inning and not record an out on any pitcher. 


Double plays do not necessarily get charged to the current pitcher, e.g.  A pitcher may record 5 outs in two innings of work and start the 3rd inning. If the pitcher walks the first batter and then records a double play. Only 1 out will be assessed to the pitcher and if removed before another out, would be at 6 outs and eligible to pitch in bracket play. 


If a double or triple play happens in bracket play and takes the pitcher over the tournament limits, the pitcher is removed from the game without penalty. All of the outs recorded still count. 



SCORING 


All Ages


5 run max per half inning.


Mercy rules

15 after 3

11 after 4

6 after 5


All teams must bat their entire game day (not full NCS roster) lineup, no subs.


Pool games can end in a tie.


Bracket games follow modified California tie breaker. Inning will start with the previous inning’s last batter at second base, one out. The process is repeated until there is a winner.


When time runs out, if the home team is ahead, the game is complete. The score will NOT revert back to the top of the inning.



GENERAL INFO



Home/Visitor in pool play is decided by Rock/Paper/Scissor or coin flip.


Dugouts are first come first serve(disregard Home/Visitor signs.) If playing back to back, no switching dugouts between games.


No infield warm ups or pitching from the mound between or before games, even on turf fields.


Cages are first come first serve but limit of one per team when there is a need.


Only the coach at the initial pre-game meeting may interact with umpires regarding questions, rules challenges/clarifications and appeals.


No playing games under protest.


Forfeits are not allowed. A team in forfeit will be removed from the tournament.


A team can not end a game early on purpose to assist with seeding.


No gum or seeds on turf fields (fields 3/5/6/7/8/9)


A head first slide into home, if there is a play, will result in an out.


No metal spikes allowed 


Molded cleats are allowed on turf mounds (fields 3/4/5/6/7/9)


No slashing at any level(contact isn’t necessary for penalty) 


Catchers must use catcher's mitts only 9-14U (no fielding or first base gloves.)


Outside coolers allowed


Dugout water coolers are NOT provided


Game balls are NOT provided 


All teams must be present and prepared to play 15-mins early.


No pets please  


No motorized vehicles on park walkways


The Southlake Allstar Tournament has a Zero Tolerance policy towards disrespectful and adverse behavior. Any fan, parent, player or coach will be ejected for such behavior towards an umpire, opposing player, coach or fan.


Anyone ejected must immediately leave the facility and is ejected for the next game. If issues arise after the completion of a game the party ejected will miss the next two games.


The head coach is ultimately responsible for his team and fans. If an assistant coach, player or fan is ejected and they do not leave the facility, the head coach will be asked to leave as well.


If it escalates beyond that, the team will be removed from the tournament.



6U


Using fully turfed Miracle League Field.


1-hr (60-mins) or 6-innings in both pool & bracket.


Base distance is 50ft. Pitching rubber at 40ft.


Batter will receive 5-pitches from the mound (no strike out), continuous foul balls. One from the tee if needed. If missed or fouled off the tee, the batter will be declared out.


Pitcher can tag the batter-runner going to 1st or a runner from 3rd going home.


Pitcher must have one foot in ‘dirt’ cutout next to coach pitcher at the time of pitch.



BATTED BALL:


That strikes the coach pitcher is a dead ball and will be treated as a foul ball (strike) and a counted pitch for the batter.


Hitting from the tee may result in 1-base max for the batter and existing baserunners.


The ball must get to the ‘grass’ cutout to be fair and live.


GAME PLAY:


On overthrows, baserunners may advance 1 base at their own risk. Limit of one overthrow per play. Play stops after the runner (s) advance 1-base at their own risk.


Play stops when the ball crosses the base path from throw-ins from the outfield and in possession of the infield. At this time the umpire shall call time. Trailing runners may not advance when the lead runner has hesitated or stopped.


Play stoppage is at the umpire's discretion and is not subject to appeal.



7/8U


1:15 (75-mins) or 6-innings in both pool & bracket.


Base distance 60ft.


Batter will receive 6-pitches or 3-swings, continuous foul balls.


Unlimited bases on overthrows


Intentional walks are allowed but a player may only be walked once per game

Pitcher must have one foot in dirt cutout next to coach pitcher at the time of pitch.


BATTED BALL:


That strikes the coach pitcher is a dead ball and will be treated as a foul ball (strike) and a counted pitch for the batter.


Play stops when the ball is in possession of the infield & the lead runner hesitates or stops. At this time the umpire shall call time and trailing runners may not advance.


Play stoppage is at the umpire's discretion and is not subject to appeal.


9-14U


1:30 (90 minutes) No new inning with less than 5 minutes left in pool play. Bracket play is 90 minutes.


Courtesy runner:


Last batted out can run for the pitcher/catcher of record if requested.


Must run for the catcher of record with 2-outs.


Mound visits:


Unlimited but the second one to the same pitcher in an inning will result in the pitcher being replaced.


Bats at 14U -5 or less.

EVENT ELIGIBILITY


The DYB All-Star Tournament is for Recreational and Advanced Recreational (Premier) All-Star teams only. This tournament is designed for the true baseball recreational All-Star team. (No club teams or select players allowed.)


However, we do allow players to have subbed no more than in one select tournament since Jan 1, 2026.


Realizing that we are closer to the end of the area AllStar circuit, and not all teams were able to register each weekend, some teams might be tempted to see how they fare against AA teams. This is acceptable if only done once.

GAME GUARANTEE 


This event includes two pool(seeding) games on Friday and Saturday, June 19-20, with single elimination bracket play on Sunday, June 21. 


All divisions except 14U are to play on Friday June 19. Please use the schedule request tab on the NCS site to opt out (no phone calls, texts, emails are accepted) by June 14.


If no request is made it will be assumed you are eligible. Once the schedule is released, it is final(unless an error is made by DYB)  



FEES and REFUNDS 


A full refund minus a $75 admin fee for team withdrawals. No refunds for withdrawal after the schedule has been posted. 


With weather always a factor, game times and schedules may have to be reduced and will be at the discretion of the tournament director. 


One game played = %50 refund(after $75 admin fee)


Two games played = %25 refund(after $75 admin fee)


Once a game begins it will be counted as played. 


FULL refunds if entire tournament is cancelled.
