TEAM CHECK IN  

Team Manager and or team representative must check team prior to first game. Team manager and or representative must have printed roster, copy of players birth certificate and team gate fee ( Family gate pass). Failure to check in team prior to event can result on forfeit. 

Birth Certificates must match players name and DOB on Roster. 

Grade except: Team manager and or team representative must provide school documentation for player.

ROSTER

Players can play in two different division. Teams with two or more teams in the same division are not allowed to have players participate in two different teams. Failure to comply with regulation will result in forfeit. 

ALL ROSTERS MUST BE UPLOADED TO THE NCS WEBSITE. NO EXCEPTIONS!

We are playing under the NCS Southwest regional rules. We will have a UIC onsite at all times.

1 (5u-6u) T-BALL, (7u-8u) COACH PITCH , and (8u) KID PITCH RULES:?NATIONAL BASEBALL RULES APPLIES WITH THE FOLLOWING EXCEPTIONS:

 1 Teams DO NOT need to bat roster.

 2 Teams can play with 8 players. Only 9th player will be called out. 10th player is not called out.

 1 (5u-6u) T-BALL

 1 AT BAT: 3 swings per plate appearance. Any batter who does not put a ball in play after 3 swings will be declared out. Any batted ball must leave the ten-foot semi-circle to be declared a fair ball

 2 5 Runs Max Per Inning on innings (1-3).

 3 Unlimited Runs on the 4th and after innings.

 4 No Mathematical Calculation to end a game early.

 5 No Mercy Rule.

 6 No Infield Fly Rule.

 7 The batter may not size up after it has been placed on the tee. The batter must wait for the verbal “batter bat” to swing

 8 The pitcher must maintain contact with rubber until batter swings

 2 (7u-8u) COACH PITCH

 1 AT BAT: 6 pitches or 3 swinging strikes not ending on a foul ball.

 2 7 Runs Max Per Inning on innings (1-3).

 3 Unlimited Runs on the 4th and after innings.

SPECTATORS / FOOD AND DRINKS

All spectators are allowed. No outside food and drinks allowed in all venues. Players are able to take in 1 water Jug to all venues. 

FIELDS 

Games will be played Portland Municipal Park, Portland Sports Complex and Gregory Portland High School. 

NO METAL SPIKES at Portland Municipal Park and Portland Sports Complex.

We recommend players to utilize Turf shoes! Molded cleats are allowed.

SKILLS COMPETITION   

Skills competition will be held Friday July 8th from 5:00 pm - 9:00 pm.

What competitions will your team be participating in?

Infield Around the Horn:

Each team gets two (2) attempts.

The pitcher will start from the pitching position.

The clock will start when he releases the ball.

The Pitcher will throw to the catcher.

The Catcher must step on Home Plate and then throw to 2nd Baseman.

The 2nd Baseman must step on 2nd Base and then throw to the 1st Baseman.

The 1st Baseman must step on 1st Base and then throw to the 3rd Baseman.

The 3rd Baseman must step on 3rd Base and then throw to the Shortstop.

The Shortstop must step on 2nd Base and then throw to the Catcher.

Once the Catcher receives the ball and steps on Home Plate the clock will stop.

Six (5) players per team will be allowed to participate.  

Team Home Run Derby:

Each team will be comprised of 1 player.

Each player gets 2:00 minutes. Total number of home runs will be counted. 

Anything not hit over the fence/home run line in fair territory is an out.

Once the batter is in the batter's box the pitcher cannot take warm-up pitches. All warm-up pitches must be before the batter gets in the box. 

Fastest Man:

Each contestant will start at home plate with their lead foot on the plate.

Time will start on the official’s mark.

The contestant will run the bases with time stopping when the contestant crosses the plate.

Each contestant will get 1 attempt. 

Team Base Running:

Teams will receive two (2) attempts. 

Team will consist of 4 players. 2 at second base and 2 at home plate. 

Players man NOT lead off! 

Players will run a relay style race. The first runner from home plate will take off and the clock will start. When that player touches second base, the first player at 2nd base will take off from behind the base and wait for the previous runner to cross in from of him touching second base before he will leave his spot. When the player from second going home touches home plate and passes in from of the player, the next player will take off from home plate. When the last player touches home plate, the clock will stop. We require that the next player running start behind the base or in the right handed batters box so that there is no question if the player left early. If the player leaves early , there will be a 5 second point deduction. 

All players will run on the same size field 

four (4) players per team will be allowed to participate

In the event of a tie, NCS points rankings will be used as the tiebreaker in any skills contest.

Each team will play 3 pool play games then enter a double elimination bracket based on pool play

seeding. Several brackets will be offered in each division to allow teams to play in a competitive

championship bracket.

(NCS reserves the right to change the format to finish the tournament in case of weather)

Official NCS BN200 baseballs must be used. NCS will provide baseball for all World Series Games.

South Texas Premier World Series  Baseball World Series will be played in and around the City of Portland, Texas.
